According to the wiki, after using the Level-80 boost you received the specs and hero points for the levels. (Not the items). I didn’t receive any hero points and am now stuck at level 80 with only 2 specialisations fully unlocked and 3 skills. I have no idea how I’ll ever be able to acquire the 250 needed for my new elite specialisation. Like Joker says that shared inventory slot is probably far more valuable in the long run. I've been playing for 2 month and I got so many tomes of knowledge saved up that I maxed leveled every profession without ever having to level the normal ones a second time and still got around 300 books left over. both things have the same function in that aspect. They differ in: 1- The Instant 80 gives you a preset exotic equipment that is for sure not optimal. It's soulbound and you cannot even salvage it or even throw it on the MF. 2- Tomes get you all the usual level up rewards.
I played a thief and was around level 30. i decided to buy the first 2 expansions for 30€. First of all you unlock mounts, you need a level 80 player to carry you through the mission that unlocks them, but being able to ride on a dinosaur makes exploring really easy and cool. Then you unlock the trading post and the dail rewards.

I mean unless you want to use the base class to level but the base class is a different playstyle then the elite ones anyway, but it's your choice to play how you want The base class can be fun before 80, it's just different, and before the level 80 expansions the content isn't too difficult, so should be okay if you want to
